Leveling Up

Many role playing games are designed where you as a player begin your character at a novice level, Level 1. However, there is another philosophy: The Hero character. Essentially, you design your character as already the hero, with minimal progression in mind. Have you ever ended up playing a game like this?
I have, on accident. Many of the times when I'd play games, we'd have a blast, but there'd be very little incentive to "level up". This is especially true when creating godlike characters, or one-shot games. I just liked my character as was, and didn't feel a need to level up. Am I strange for feeling this way?
